One thermostat for an entire apartment complex

The apartment complex that I live in has one central thermostat.

The landlord controls the entire building HVAC from a thermostat only he can access.

If the guy lived in the apartment area, I would forgive him for his HVAC settings. The guy sets the thermostat for winter and summer and just leaves. He does not set realistic temperatures at all. In the summer I think my apartment only gets cooling when it is over 80 degrees. That is ridiculously hot. I also am on the top floor. When the air conditioner kicks on, it is cooling the first floor of the building. By the time I feel any AC, the cooling system has turned off. Basically all summer long I sweat to death, use window fans and imagine ways of getting to the central thermostat. In the winter I sweat to death as well. This is due to heat rising. The heater turns on when it is freezing cold. The lower levels get cold so fast to startup the heater. The problem is that all the heated air then rises to my apartment. I sometimes open my windows I get too hot. I feel bad for the people on the first floor. But, they do get quality cooling in the summer. So it is only fair they suffer with heating in the winter. I wish we each had our own thermostat and HVAC. At the very least I wish our landlord would set the thermostat a little better for the weather. I am never a comfortable temperature.
